The Truong Son Wind Power project is located on the Truong Son mountain range near Lak Sao town in Khamkeut district, Bolikhamxay Province of Lao PDR. The project Plant Office is located at coordinates 18°18'49.9"N 105°06'07.5"E (18.313861, 105.102083) as seen below.

We're not able to give precise location coordinates for the various wind towers as they are spread over several ridges but assume they would not be far from Lak Sao town and the Vietnam Border checkpoint at Nam Phao.

The 600 MW project is being developed in two phases. Truong Son Wind Project Phase 1 with 250 MW is completed with capital imvestment of over US$ 371 million. Project 2 with 350 MW is soon planned to begin construction in 2025 capital imvestment of around US$ 556 million. Both Phases are planned to operate for 25 years and have Build, Operate Transfer (BOT) concession agreements with Government of Lao PDR for the same periods.

Viet Lao Energy Investment and Power Corporation (VLE) was developer of the project and may be the owner. Phu Xuan Construction and Trading Co. Ltd. was the general contractor for Phase 1.

No info so far about detailed terms for Power Purchase Agreements with EVN but previously the project investor sent a proposal to sell electricity to EVN with the ceiling price for importing electricity from Laos to Vietnam for the type of wind power plant operating commercially before December 31, 2025 being US$ 6.95 cents per kWh.

Not sure how many towers with turbines for Phase 1 have been installed but two sources report the towers to be 120 meters high with wing spans of 182 meters. Not sure how long the blades are but likely around 90 meters.

Phase 1 of the Truong Son Wind Power project has an installed capacity of 250 MW from turbines (unsure how many) of 6.25 MW and 8 MW capacity each manufactured by Goldwind. Will be interesting to see how much annual production will be generated.

The towers are located at elevations between 1,400 meters and 2,000 meters above sea level.

Construction of the 250 MW Phase 1 began in April 2024 and was completed in just 15 months with an official commercial operating date (COD) of September 26, 2025.

On September 6, 2025, Viet Lao Energy and Investment Joint Stock Company (VLE) – the Investor of Truong Son Wind Power Plant Cluster together with the Power Transmission Corporation of Vietnam and related parties completed synchronous electrification of the 220 kV Do Luong 220 kV Substation.

The Truong Son 220 kV substation and Truong Son–Do Luong 220 kV transmission line (75km in length in Vietnam) was invested by VLE Company. This is the first transmission grid project to generate electricity for electricity import from Laos to Vietnam invested by the private sector instead of the Electricity of Vietnam. All prior importing transmission lines inside Vietnam were financed and managed by state-owned Electricity of Vietnam (EVN).

Phase 2 of the Truong Son Wind Power project with planned capacity of 350 MW is set to begin construction in 2025 and be completed in 2026 or 2027. Should be an easy activation since Phase 2 will share the same transmission facilities already constructed for Phase 1.
