Nam Sak Dam Hydropower project is near Ban Hine Toc south of Muang Moc (Mok) in Thathom District of Xieng Khouang Province close to coordinates 19°04'59.9"N 103°37'59.9"E (19.0833, 103.6333). These coordinates are very general and not precise. The Nam Sak project seems not far from the Nam San 3A & 3B dams.

Thathom District at one time was in Xaysomboun Province but in 2006 it was transferred to Xieng Khouang Province.
The project is developed by Phongsupthavy Group and the output is planned to be exported to Vietnam when the project is finished.

Signing of the contract agreement for the electro-mechanical works of Nam Sak hydroelectric project in Lao PDR with Phongsupthavy Group was in September 2021.
Andritz Hydro provided 3 turbine-generator units of 7.33 MW each for combined capacity of 22 MW. The contract includes design, engineering, supply, transportation of main inlet valves, turbines, generators, control system, 11 kV MV switchgear and plant auxiliaries, including supervision of installation and commissioning. Generator installation commenced in April 2025 and hopeful to be completed by 3rd quarter of 2025.


Nam Sak hydroelectric project is a run-of-river scheme.
The project has potential head of 811 meters.
The penstock is about 3558 meters long with wall thickness from 8 mm to 28 mm.

Various news reports in June, 2021 reported that Electricity of Vietnam (EVN) has just exchanged power purchase contracts with a series of hydropower plant investors in Laos. Specifically, EVN exchanged power purchase contracts with Phongsubthavy Group for the Nam Yeuang hydropower plant cluster, the Nam Mo 2 project, Nam Tai, Nam Sak, Nam Sao and Nam Chao hydroelectric plants. Nam Sak project has ability to export its output to Vietnam.
A Power Purchase Agreement with EVN was signed on June 28, 2021 for sale and export of output from Nam Sak to Vietnam.
Nam Sak output would be transmitted to Nam Mo 2 station and about 100 km distance of transmission line from Nam Mo 2 station to Tuong Duong station in Vietnam. This line will need to be synchronized with the Vietnamese grid
